Which tariff item you are

The officer, not your remover, decides which item fits the story you can document.

Settler or former resident. Tariff item 9807.00.00 is the settler's effects rule: you are coming to make a first Canadian home and you mean to stay a year or more. Tariff item 9805.00.00 is the former resident rule, for someone who has already lived in Canada and has been away a continuous year. Both let you import personal and household effects duty and tax free. The officer, not your remover, decides which item fits the story you can document. Bring the dates, the proof of residence, and both lists.

Owned and used, then listed. The relief is for goods you already own and use, not a shopping list you plan to buy after you land. Value, make, model, and serial number belong on the lists wherever the item has them. Jewellery wants photos and an appraisal in the copy you keep. If the dates are still moving, the twelve week international checklist is the calendar, and the tariff item is the legal name for the move. Sell or give away exempted goods inside twelve months and the duty and tax become payable. The container clearing does not retire that clock.

Two lists before loading

At the airport: Form BSF186

One family landed in Toronto, forgot the second list at the booth, and paid tax on their own sofa.

Declare with empty hands. You declare at the first point of entry even if the container is still sitting in a UK warehouse. The officer completes Form BSF186 from your two lists and returns a stamped copy with a file number. Form BSF186A is the continuation sheet when the goods to follow run out of lines. That stamp is what the container clears against later. Skip the stamp and the shipment is a fresh import, which is a different bill from the one you thought you booked.

Sole-use, groupage, or air

Sea time on the same cards is four to six weeks.

Price the cube before you pick the box. A sole-use 20 ft container and a groupage share are different products, and the share on September 2026 rate cards is 10 to 15 cubic metres. Those cards put a 20 ft door to door at £4,800 to £6,200 into Halifax, Montreal, or Toronto, and groupage at £2,400 to £3,800. Sea time on the same cards is four to six weeks. The west is a second invoice. Port rates stop at the water. September 2026 rate cards add £400 to £800 of inland haulage onward to British Columbia or Alberta, and small moves on those cards start from £1,800, which is a room and not a house. Air is the option when the cube is small and the date will not wait for a ship. Your UK remover's Canadian agent receives the box, moves it through the warehouse, and books the inland truck. The agent does not stand at the airport booth, and the agent cannot stamp Form BSF186 for you.

A vehicle does not slip through on Form BSF186 the way a bookcase does.

Categories, not a duty table. Food, plants, animals, firearms, weapons, alcohol, tobacco, currency you are required to report, and anything that needs a permit sit outside an ordinary settler's effects list. Some can travel with extra papers. Some should stay behind. Run the house through the prohibited items check before a surprise goes on list two. This page does not invent duty rates. If an object is not clearly household goods you already own and use, ask the border agency, not the crew loading the van.

A car is its own import. A vehicle does not slip through on Form BSF186 the way a bookcase does. It is a Transport Canada process through the Registrar of Imported Vehicles, with its own fee and its own check on whether the car may enter at all. Title papers and recall clearance live beside the container, not inside the settler's list. Start that file when you write list two. This page will not quote the fee.
