September 2026 · FMCSA. As of September 2026, US interstate household moves still live under FMCSA rules: written estimates, the 110% delivery rule on non-binding jobs, and a USDOT you can look up.

Canada

Ontario still says there is no mover licence
September 2026 · Government of Ontario. As of September 2026, Ontario’s hiring-a-mover page still says the province does not license movers as movers. A CVOR is a trucking credential, not a gold star.
Moving to Canada: the BSF186 (former B4) settlers' effects form
September 2026 · Canada Border Services Agency. As of September 2026, household goods entering Canada with a new resident are declared on Form BSF186, the Personal Effects Accounting Document that replaced the B4, with BSF186A for goods that follow later. The rules live in CBSA Memorandum D2-2-1, Settlers' Effects. Goods must have been owned, possessed, and used before you arrive.
United Kingdom

There is still no national UK remover licence
September 2026 · Companies House / GOV.UK. As of September 2026, the United Kingdom still has no national mover licence. Companies House, insurance, and the goods-in-transit wording are the checks that exist.
Moving to the UK: apply for ToR1 before the container sails
September 2026 · HM Revenue and Customs. As of September 2026, household goods entering the UK with someone moving here are relieved of duty and VAT under Transfer of Residence relief. You apply online for ToR1 before the goods arrive and receive a reference number the remover's customs agent puts on the import declaration under customs procedure code 40 00 C01. Ship without it and the container waits at the port while you apply.
