Who is liable and who holds the key
A broker does not hold the key.
Carrier liability ends when storage becomes permanent. Storage in transit is a temporary service under the interstate tariff. After a set number of days the shipment converts to permanent storage. The tariff prints that day count. At conversion, the mover's liability as a carrier ends and warehouse liability applies. That is a different contract, a different claim path, and often a different company holding the key. Released value versus full value is the choice that has to be alive while the goods are still on the carrier's paper. Once warehouse rules take over, that choice may not follow the boxes. Write the warehouse-in inventory before the door shuts. The inventory at warehouse-in is the list that later proves a box existed. If the only inventory is the one from origin, a missing carton in a distant warehouse becomes a story with no paper. Use the bill of lading guide for what the origin paperwork should already say, then ask for a warehouse-in copy that matches it.
