Who qualifies for ToR relief
A short assignment does not qualify, even if the container is already booked.
Twelve months outside the UK is the gate. Transfer of Residence relief takes customs duty and import VAT off personal belongings when you move your normal home to Great Britain after at least twelve months abroad. A short assignment does not qualify, even if the container is already booked. The goods must have been owned and used for six months, then kept for twelve months after import, and they are not for resale. Sell, lend, or give them away inside that year and the tax becomes payable. Anything missing from the ToR1 inventory is outside the relief, so build that list before you book, using the inventory calculator if the room count is still a guess.
The household is covered, and the shop stock is not. Alcohol, tobacco, and commercial goods are excluded. Ship them as dutiable freight or leave them in the US. Northern Ireland runs under the Windsor Framework, so a move to Belfast is not the same filing as a move to Manchester. Ask which rules apply before the list is locked. A nearer border, the US to Canada lane, is a different customs file. We skip best-mover badges here, because a badge pretends a licence check and a VAT file are one decision. The ToR1 application
The reference must exist before the container reaches a UK port.
You apply online before the ship sails. ToR1 is HMRC's Transfer of Residence application, and it produces the Unique Reference Number the UK agent clears against. The ToR1 inventory is every item you intend to ship, with age and condition, and that list is what the relief covers. File weeks before sailing, and longer in summer. The reference must exist before the container reaches a UK port. Some movers still say C104A or C104E. Those are the legacy forms ToR1 replaced, and they are not yours to fill. A bill of lading names the shipment. It does not create the reference.
The UK agent quotes the URN on the import entry. The customs declaration (CDS) is the destination agent's filing, not a form you complete at the kitchen table. Hand the Unique Reference Number to the mover and keep a copy you can find on a bad morning. No URN means no relief, and the storage clock runs while the box sits. If you are still choosing who handles the UK end, start from UK reviews and the plain note on why there is no UK mover licence. Processing takes weeks, longer in summer. This desk will not pretend there is a faster official clock.

The window that catches people
The family flew in June, applied in July, and paid for a month of quay rent in August.
Goods may land six months before you arrive, or twelve months after. Inside that window, relieved household goods stay household goods. Outside it, duty and import VAT apply, even when the rest of the file is perfect. The desk reads these reviews every week. What a mover can do
The container price is not the risk.
A mover ships the goods, packs the practical list, and hands the URN to the UK agent. That is the job. The mover does not apply for ToR1 for you, does not stand in as the applicant, and does not make the relief faster because the vessel has a schedule. You file. They carry the container and the paperwork you already hold. If a salesperson offers to take care of customs, ask who files ToR1. If the answer is them, on your behalf, ask to see that in the contract, then assume you still file it yourself before anyone sails.
The container price is not the risk. The risk is a ToR1 filed the week the ship left, and the port storage bill that starts while HMRC reads it. Families compare sole-use quotes to the pound and then file the relief after the vessel is at sea. The desk sees that order of operations more often than a bad ocean rate. Storage at the quay does not pause because the paperwork is sitting with HMRC. Approval weeks ahead is the cheap part. A month of rent on a box you cannot touch is the part people remember when they write the review.
Book the sailing after the reference is already in motion. Weeks before departure, longer in summer, is the only filing window worth saying out loud. Restricted goods and the car
A car needs its own notification and the six-month ownership rule.
Leave the excluded categories off the relieved shipment. Alcohol, tobacco, and commercial goods do not ride inside Transfer of Residence relief. Run a pass on the prohibited calculator for the obvious bans, and do not expect that tool to grant a duty exemption the statute withholds. Food, plants, and anything that looks like stock belong in a separate conversation with the mover before they are written into the ToR1 inventory. If the goods are for resale, they are not household goods, however long you have owned the box they sit in.
A car is a separate import from the furniture. Vehicle import (NOVA) sits beside the household file, not inside it. A car needs its own notification and the six-month ownership rule. No duty figure is offered here, because this lane's reviews do not give the desk a vehicle median worth quoting. The car can miss the relief even when the container of furniture is clean, and a late NOVA does not borrow the ToR1 window by sympathy. Sort the vehicle before you sort the books.
